The Government has planned a major road building project and has so far spent £5,000,000 out of a total budget of £7,000,000 on the project and most of the building has already been done. This very week there has been a major archaeological find at the site of one of the places that needs to be demolished to build the road.

The ultra-orthodox Rabbis have said that this site contains remains of Jewish graves and that therefore under halacha (Jewish law) the road cannot take that route and the site cannot be touched. The only other realistic alternative to the current road route at this point would more than double the project's costs, costing a total of £15,000,000.
